Cannot be sure if it's true. Looks like that, for a number of reasons. Also sounds very biased, and I cannot judge how to correct for this bias.
Update. Hold on. I was talking about the first part, not the last paragraph. Plans for the war, not the coup! This last one is out of the question, and I cannot say anything about it at all.
