Homeland security

American officers receive 16 hours of training — far less than their Israeli counterparts_ because U.S. officials want to be less intrusive.

Missing: logic.

State/Fed employees won't stand more than that, - even 16 hours of training is 16 hours too much for them. Less intrusive are their bosses towards own subordinates.

Exactly.

But Israeli security people in the airport are also state employees. And yet they seem to be doing a reasonably successful and reasonably meaningful work.

Israeli state employess are not necessarily the trash that cannot find a well-paid job in the private sector. Actually, most of them are university students working part-time to cover for the tuition

It would be easier to borrow the whole of Israel. And cheaper ;-)
