One of Muhammad's cartoons

I understand that Islam prohibits any images of humans, so I am not asking why the following is supposed to be offensive. I am asking, what exactly is shown on the picture (and why it is called a cartoon). Is this just Muhammad and Burak, or something more?

It doesn't really matter what's shown on this picture, it's drawn by a non-Muslim. It appears that the Dutch government has had a Sleeping Beauty moment: it has been awakened by the kiss of death after Theo Van Gogh killing.
