They probably had the same happen to them as German version of BMW website (bmw.de if I recall correctly). Google deemed that the site presented itself differently to the bot and to the actual live user (a big no-no). Penalty for such behavior is swift and ultimate: removal from Google's db.

Well, it depends. I mean, if the reason is technical non-compliance, then I do not see any problem with it. (Except that such cases should be explicitly stated.) It is not political, I am sure about that.

Дело в том, что даже технические проблемы так не решают. (Я уверен, что дело в них, а не в политике и т.п.)

Может быть, технические проблемы так не решают. Но для роботов, борющихся со спамом, этот народный куб ничем не отличается от "мои козявочки дот нет" или там "ношеные женские трусы дот ком".

that's what this page -- "My webpages used to be listed and now they aren't" -- is for. it lists the possible options.
in case of removal by court order the information is displayed on the search results page (try searching for "kazaa" on google.com or for "stormfront" on google.de, and vice versa)

Now I am searching for "The People's Cube"; no notice appears. Searching for "thepeoplescube"; still no notice.

Opinions differ. I'm not sure I want to read about every spammer who got blacklisted from search results. I suspect there'll be too many of them. It is in google's best interests to provide the most relevant search results, after all; how exactly they do it is their problem.
