that's what this page -- "My webpages used to be listed and now they aren't" -- is for. it lists the possible options.
in case of removal by court order the information is displayed on the search results page (try searching for "kazaa" on google.com or for "stormfront" on google.de, and vice versa)

Searched for "kazaa", got some results, and then a notice: In response to a complaint we received under the US Digital Millennium Copyright Act, we have removed 1 result(s) from this page. If you wish, you may read the DMCA complaint that caused the removal(s) at ChillingEffects.org. Good.

Now I am searching for "The People's Cube"; no notice appears. Searching for "thepeoplescube"; still no notice.

sure -- these pages weren't removed by a court order or any such. reasons for their deletion are cited above.

Opinions differ. I'm not sure I want to read about every spammer who got blacklisted from search results. I suspect there'll be too many of them. It is in google's best interests to provide the most relevant search results, after all; how exactly they do it is their problem.
