Here urban is not the opposite of rustic, but of suburban. Whoever uses it in this meaning, thinks of inner city or downtown.

I understand the point, but obviously whoever used it had not had that thought. It's not political correctness, but it is a kind of bending-backwards attitude which makes a joke of itself, imho.

Да, во многих случаях. Я недавно сказал в одной компании, мол я urban kid, в пригороде мне скучно, так на меня посмотрели странно. Теперь я бы сказал I'm town kid. Urban culture - это все, что связано с хип-хоп, отсюда вероятно и все остальное.
Но не во всех. Скажем urban legends - это попросту слухи, современный фольклор, байки. А так все то же самое urban development и т.п.

Urban means a lot of things- amongst them black. Black, however, means urban in most cases. That's all. Subset is not equivalent to the set.
