Buying as in "from someone already holding it", or just registering? Best as in "cheapest" or some other way?

Then you might want to look at domain parking. Stay away from cheap registrars - they live on auctioning expiring domains to "jackals" at the second they expire instead of notifying the owner about the impending expiration.
