According to Jerusalem Post:
Islamic Movement leader Sheikh Raed Salah gave a talk to Arab students at Haifa University on Wednesday, while Jewish students were not allowed into the lecture hall.

Is this a correct description of what happened? If so, who did not allow them, the administration or other students? And how is that for apartheid [ru]?

Well, apartheid is supposed to be pseudo-symmetric ("races" should not mix is the canonical meaning of the word, it works both ways). And, in this case, "apartheid" seems to be pseudo-symmetric, if we believe the article from JPost you are referring to:

"In previous events as well, in which [Foreign Minister Avigdor] Lieberman and [former Defense Minister Shaul] Mofaz gave lectures, we barred the Arab students from entering," one of the officials said.
