Certification courses do not subtract; a programmer understands they may be placed there for HR.
PhD is not a minus at all. I know some have had poor experience with PhDs in industrial jobs, but this is mostly anecdotal.
Founded a company is a bigger plus. If he has founded a company and now applies for a job, the company has not yet been successful. But at least he tried.
